Fears Swirl in Houston as Texas Lifts its Eviction Moratorium.
“Included in the CARES Act, the sweeping federal stimulus passed by Congress in late March, was a stipulation intended to provide relief: Tenants living in properties affiliated with certain federal housing programs, or that had federally backed mortgage loans, were protected from eviction. But that protection amounted to a ‘half measure,’ Ira Rheingold, executive director of the National Association of Consumer Advocates, told the Project on Government Oversight, because it excluded so many properties, while a lack of transparency around property records also made it ‘nearly impossible’ for renters to know if they were actually protected.”
