Demystifying Communications Under the New FDCPA Regulations

Regulation F takes effect on November 30, 2021. These regulations will shape debt collection communications via phone, voicemail, email, text message, and social media. Speakers from the Consumer Financial Protection Bureau (CFPB) will explain new regulations related to communications and answer pre-submitted audience questions. Speakers
Seth Caffrey is Senior Counsel in the Office of Regulations at the Consumer Financial Protection Bureau, where he has worked since 2013. He graduated from Columbia University and Harvard Law School. Before joining the Bureau, Seth clerked for Judge Miriam Goldman Cedarbaum on the United States District Court for the Southern District of New York and Judge Susan L. Carney on the United States Court of Appeals for the Second Circuit. He also worked in private practice. At the Bureau, Seth has worked principally on debt collection and consumer reporting issues.

Courtney Jean is Senior Counsel in the CFPB’s Office of Regulations, where she has contributed to rulemakings regarding debt collection, HMDA, and mortgage originations. Before joining the Bureau in 2011, Courtney was an attorney in the Division of Consumer and Community Affairs at the Board of Governors of the Federal Reserve System and spent several years in private practice. Courtney graduated from the Georgetown University Law Center and Cornell University.

Kristin McPartland is Senior Counsel in the CFPB’s Office of Regulations, where she works on a broad range of consumer credit and financial services issues, including debt collection topics. Prior to joining the CFPB, she was an associate at Kelley, Drye, & Warren, LLP and Brian Cave, LLP. She graduated with honors with a J.D. from the George Washington University School of Law and with a BA in English and Political Science from Vassar College.
